Data is owned by the farmer and can be provided to others at their request. Collection, registration and presentation of information could be directly done by a farmer or through an intermediary (e.g. an extension officer) on a delegated authority by the farmer.

A system for establishing secure digital identities of farmers, farm data and farm transactions. This is a critical system that should not be tampered with. All users should have access to this system. All changes in this system should be traced back to their origin. A proposed technical solution is a permissioned blockchain with a set of owners who control read/write/mining rights and thus operate the consensus algorithm. This set of owners may include a farmers cooperative, farm extension services, certification authorities, financial service providers, insurance agencies and government agencies.
